Town of Plainfield Web Site Policy


Purpose and Goal

The purpose of the Town of Plainfield’s web site is to provide another source of factual information about the Town’s governmental services and local attractions.

The major goal of the Town’s web site is to provide factual information about the Town of Plainfield, through a logical single point of entry, and to increase our citizens’ knowledge and participation in Town government and local activities.

The Town does not intend to create a forum for public discourse, allow exchange of opinions or discussions of any nature.

Confidentiality and Privacy

Confidential information shall not be posted on the Town’s Official Web Site (VT Public Records Act, 1 VSA § 315-320). While the Town of Plainfield web site may track overall site traffic, it doesn’t collect individual user details unless a user voluntarily submits such information. It does not share that information with outside sources, and is committed to keeping such information confidential. If a user believes that the Town Web Site is not protecting his or her privacy, the person should contact the Webmaster, who shall attempt to assess and, if necessary, correct the problems.

The Town Web Site does not:

  • covertly collect user data;
  • provide unauthorized data about individuals.

The Town Web Site does not link to sites:

  • promoting illegal activities;
  • containing pornography;
  • containing obscenity;
  • containing overtly political activities;
  • representing candidates for local, state or federal offices;
  • representing political organizations or other organizations or individuals advocating a position on a local, state or federal issue;
  • supporting individual or personal home pages;
  • providing chat rooms, blogs or other social networks.


Managing the Plainfield Domain Name

The Plainfield Selectboard shall have the final responsibility for maintaining the domain and the web site. The Selectboard shall appoint a webmaster, who is responsible for maintaining the Town’s web site. All information prepared for posting on the Town web site shall be routed through the Webmaster. The Webmaster is responsible for establishing maintenance procedures and style guidelines.

Complaints about any aspect of the Plainfield Web Policy should be brought first to the attention of the Webmaster. If a complainant is unsatisfied, he or she may appeal to the Selectboard. The Selectboard reserves the right to make changes to the Web Policy at any time.

Web Site Contents

The Selectboard approves the inclusion of:

  • Announcements of upcoming Town events
  • Names of all elected Town officials and their terms
  • Names of all appointive boards and commissions and their terms
  • Contact information for all chairs of appointive boards and commissions
  • Text of all Town Ordinances
  • Text of Town Plan
  • Text of Zoning Regulations
  • Schedule of meeting dates, times and location of board and commission meetings
  • Office hours, contact information and location of Town Clerk’s Office
  • List of services provided at Town Clerk’s Office (in addition to fees)
  • Downloadable forms to print and fill in for town permits
  • Approved minutes for all boards and commissions
  • Links to other organizations and/or businesses – see below.
  • Other public information that a Town board commission, committee, and subcommittee or elected or appointed official requests for either the web site or linked to from the Town Web Site will be considered. The webmaster will review the appropriateness and if in doubt the Selectboard will decide.


Board, Commission and Committee Responsibilities

Each elected or appointive board, committee, sub-committee, commission, or coordinator will appoint a person to be responsible for maintaining and updating their designated section.

Each representative will be provided a username and password which will not be shared with other members. Should someone else need to access the section the webmaster must be contacted and access granted.

The approved minutes will be posted on the Web Site within 5 days of approval. All minutes must still comply with state statue and be available for public review at the Town Office within 5 days of the meeting.

All documents downloaded must be posted in a pdf format so that no changes can be made to the documents.

The design (color/layout, etc) of the section shall not be modified without approval of the webmaster.



The Town’s web site may provide links to web sites outside the Town’s web site that also serve the purpose of encouraging citizen participation in government, promoting local businesses and attractions, and informing the public of useful information.

The Town is not responsible for and does not endorse the information on any linked web site unless the Town’s web site states otherwise.

The following criteria will be used to decide whether to grant requests for Town web site links. The Selectboard will decide whether to approve the request if a request does not fit any of the following criteria. The Town of Plainfield reserves the right to remove a link to content deemed obscene or inappropriate.

The Town’s web site may provide links to web site for:

  • Government and educational institutions;
  • Organizations with some relationship to the Town (including but limited to: organizations sponsoring Town activities or programs, and organizations participating in Town activities or programs);
  • Generally recognized community organizations;
  • Organizations providing information about art, cultural, environmental, and sporting activities in the Town’s area;
  • Businesses physically located within the Town of Plainfield
